Pods · Market entry

Saudi Arabia market entry. Meetings first, office later.

GrowAxis gives companies entering Saudi Arabia a business development team from Cairo: it maps the market, finds the buyers and partners, reaches them in Arabic and English and books the first meetings, before you open an office. Cairo is one hour behind Riyadh in winter and on the same time from late April to late October, so the working day overlaps by seven to eight hours.

Entering Saudi Arabia: what to know first

Selling without an agent
The US Commercial Service says American exporters do not have to appoint a Saudi agent or distributor to sell to Saudi companies, and that Saudi partners increasingly ask for joint ventures (May 2026).
Government contracts
Since 1 January 2024 government agencies may not contract with foreign firms whose regional headquarters is outside Saudi Arabia, with exceptions such as contracts under SAR 1 million and work done outside the Kingdom.
Direct marketing
Under the data protection law’s implementing regulations, advertising and direct marketing need consent and an easy way to stop. Article 28 now asks for consent where there was no prior interaction; draft amendments, open for comment until 5 November 2026, would tighten it.
Electronic messages
CST Decision 395/1439 treats email, SMS, MMS and fax without an opt-out as spam.
Hours
Cairo is one hour behind Riyadh in winter and on the same time from late April to late October, so the working day overlaps by seven to eight hours.

04How it’s installed

A market opened by conversations.

We agree the market, the offer and the buyers to target, then build the market map and the lists. The team reaches out, books first meetings and reports what it hears every week, so you decide where to invest with real conversations behind you.

  1. Discovery call
  2. Market and targets agreed
  3. Market map built
  4. Outreach live
  5. Reviewed every week

05FAQ

Saudi Arabia market entry team: what founders ask first.

  • To private companies, yes: a foreign exporter does not have to appoint a Saudi agent or distributor. Government agencies are different: since 1 January 2024 they may not contract with foreign firms whose regional headquarters is outside the Kingdom, with exceptions such as contracts under SAR 1 million.

  • Arabic and English, by email, LinkedIn, phone and WhatsApp.

  • Within the data protection law. Direct marketing needs consent where there was no prior interaction, and every electronic message needs an opt-out, so the pod builds consent first, through introductions, replies on LinkedIn and people who reach out, records it, and only then adds anyone to a sequence.

  • Yes. The market map includes possible distributors, resellers and partners, and the team contacts them alongside direct buyers.

  • No. GrowAxis employs the pod in Egypt under its Labour Law 14 of 2025, so you need no entity, bank account or payroll there.

  • No. It opens the market on its own. Inside GrowBD the meetings flow into a pipeline, a CRM and a forecast built for the new market.
