Pods · Market entry
UAE market entry. Meetings first, office later.
GrowAxis gives companies entering the UAE a business development team from Cairo: it maps the market, finds the buyers and partners, reaches them in English and Arabic and books the first meetings, before you open an office. Cairo is two hours behind Dubai in winter and one hour behind in summer, so the working day overlaps by six to seven hours.

03Rules
Entering the UAE: what to know first
- Agents and free zones
- An agent or distributor is one option, and free zones allow 100% foreign ownership (US Commercial Service).
- Commercial agents
- Only UAE nationals, companies wholly owned by them, or listed companies at least 51% UAE-owned may act as commercial agents (Federal Law 3 of 2022, in force since 15 June 2023).
- Telemarketing
- Since 27 August 2024 (Cabinet Resolutions 56 and 57 of 2024): calls only from 9:00 to 18:00, none after a refusal, at most one a day and two a week if unanswered, from local numbers registered to the company’s licence. Calling a number on the Do Not Call Registry is fined AED 50,000 to 150,000. The rules are written around consumers.
- Data protection
- Consent is the main lawful basis under the UAE’s data protection law, and people can object to direct marketing at any time.
- Hours
- Cairo is two hours behind Dubai in winter and one hour behind in summer, so the working day overlaps by six to seven hours.

Yes, within the rules. Calls run from 9:00 to 18:00 from your UAE-registered numbers, never twice after a refusal, and the data protection law gives everyone the right to stop direct marketing. The pod writes by email, LinkedIn and WhatsApp, and calls from your local lines.
