Software outsourcing companies in Egypt: 5 kinds, how to choose
Software outsourcing companies in Egypt come in five kinds: IT services firms, software houses, dedicated-team providers, freelance marketplaces and employers of record. What each one does, examples of each, what they cost and the questions to ask before you choose.

Egypt has one of the largest outsourcing industries in the region: 252 companies running 282 delivery centres exported $5.2 billion of offshoring services in 2025, according to ITIDA, Egypt’s IT industry development agency. Software outsourcing companies there fall into five kinds. They differ in who directs the work, who employs the people and what you pay for, so the right choice depends on the job more than on the name.
The five kinds at a glance
| Kind | Who directs the work | Who employs the people | What you pay for | Best for |
|---|---|---|---|---|
| IT services and consulting firms | The firm | The firm | Projects and managed services | Large programmes, such as modernising core systems |
| Software houses | The software house | The software house | A project, or a team by the month | A defined product or app built for you |
| Dedicated teams and staff augmentation | You | The provider | People, per person per month | Ongoing product work in your own team |
| Freelance marketplaces | You | Nobody: freelancers are self-employed | Hours or tasks | Short, well-defined tasks |
| Employers of record | You | The EOR | A monthly fee on top of the salary | A person you have already found |
1. IT services and consulting firms
Large firms that take on programmes for banks, governments and enterprises. Sumerge, for example, describes its work as modernising, integrating and automating systems and building AI solutions, with clients in Saudi Arabia and Egypt such as GOSI, Riyad Bank and Telecom Egypt. They suit large, defined programmes with formal service levels.
2. Software houses
Companies that build web and mobile products for clients, by project or with a team assigned to the client. Enozom, for example, offers web and mobile development, testing and dedicated teams, and says it has worked for clients in the UK, France, Germany, the US and Saudi Arabia for more than 13 years. Matrix Minds describes itself as a small product engineering team in Cairo building web and mobile applications, MVPs and AI for clients in Egypt and the Gulf.
Choose one when you want a product delivered and the software house to run the process. Ask who owns the code and where it is stored during the project.
3. Dedicated teams and staff augmentation
Providers that add developers to your team, who work under your direction while the provider employs them. Integrant, based in San Diego, says it has built enterprise software since 1990 and that its 250-plus engineers are drawn from Egypt’s engineering talent, working in pods. Nile Bits, with an office in 6th of October City, Giza, and an address in New Jersey, offers dedicated teams and staff augmentation alongside software development. GrowAxis, which wrote this guide, employs and manages dedicated developers, tech and support specialists in Cairo who work inside its clients’ teams.
Choose this model for ongoing product work when you have a lead to direct the people. Ask whether you interview every candidate, who provides equipment and how performance is reviewed.
4. Freelance marketplaces
Platforms such as Upwork list many freelance developers in Egypt, paid by the hour or by the task. You find, direct and pay each person, and nobody employs them. They suit short, separable tasks; for ongoing work, continuity depends on each freelancer.
5. Employers of record
Global platforms such as Deel, Remote and Skuad employ a person you have found in Egypt for a monthly fee: from $199 to $599 a person a month on their published prices in October 2026. You direct the work; the EOR runs the contract, payroll and social insurance.
